Electronic Service LEvel Agreement
1. Introduction
This
agreement is issued within the mandate of the Ministry of Transport,
Communications & Information Technology (MTCIT).
It aims to regulate and clarify the level and quality of electronic services
provided through official digital platforms, ensuring beneficiaries’ compliance
with national digital transformation policies, cybersecurity standards, and
relevant legislation.
Accessing and using the ministry’s electronic platforms and services
constitutes an explicit acceptance by the beneficiary of all terms and
conditions contained in this agreement.
2. Scope of the Agreement
This
agreement covers all electronic services offered by the Ministry through its
digital platforms in the following sectors:
- Land and maritime transport.
- Telecommunications and information technology services.
- Licensing and electronic permit systems.
- Integration services with other government platforms.
The agreement also includes service descriptions, expected completion times,
official delivery channels, and performance and quality standards committed to
by the Ministry.
3. Beneficiary Obligations
The
beneficiary agrees to the following:
1. Accuracy of Data: Enter correct information that matches the national
ID/resident card. The beneficiary bears full responsibility for any errors or
falsification of data.
2. Compliance with Regulations: Adhere to all laws and regulations governing
the transport, telecommunications, and IT sectors.
3. Legitimate Use: Use electronic services only for lawful purposes and refrain
from misuse in any unauthorized or technically prohibited activities.
4. Follow-up: Track the status of submitted requests through the platform or
official notifications.
5. Responsibility: Assume full responsibility for the content of all requests
submitted through the platform.
4. Ministry Obligations
The
Ministry of Transport, Communications & Information Technology commits to
the following:
1. Service Provision: Ensure service availability throughout the week unless
downtime is required for scheduled maintenance (with prior notification).
2. Processing Time: Complete requests within the timeframes specified in the
service manuals.
3. Communication: Respond to inquiries and requests via official channels
within the published timeframes.
4. Privacy & Cybersecurity: Protect beneficiary data in line with national
legislation and cybersecurity standards.
5. Problem Resolution: Address technical issues and provide alternative
communication channels when necessary.
6. Continuous Improvement: Enhance and develop services periodically based on
beneficiary needs and national digital transformation policies.
7. Transparency: Publish reports or indicators on the performance and quality
of electronic services when required.
5. Validity of the Agreement
The
provisions of this agreement shall remain in effect from the date of its
approval until further notice.
The Ministry reserves the right to amend or update the agreement in line with
technological and regulatory developments.
Any updates will be announced through official platforms, and continued use of
services thereafter constitutes explicit acceptance of the updated terms.
6. Electronic Signature
Logging in using the national digital ID or other Ministry-approved electronic authentication methods shall be deemed an official signature equivalent to a handwritten one.
7. Support and Assistance
The Ministry provides multiple channels for technical
support and customer service, including:
- Contact Center.
- Official email.
- Live chat service.
- FAQ section and user guides.
The Ministry is committed to handling support requests within the timeframes
specified in the service manuals.
8. Disclaimer
1.
The Ministry bears no responsibility for service interruptions caused by
internet service providers or other circumstances beyond its control.
2. The Ministry shall not be held liable for any legal obligations resulting
from the beneficiary’s misuse of electronic services.
3. By clicking the “Start Service” button or submitting a request through the
platform, the beneficiary explicitly agrees to all the terms and conditions
stated herein.
